Alexander Zumbar was first elected Stark County Treasurer in November of 2010. Beginning in 1996 Treasurer Zumbar was elected to the Alliance City Council and held that position until 2003. Also, in 2003 he held the dual position of Administrative Assistant to the Honorable Charles E. Brown Jr. in the Stark County Court of Common Pleas- General Division. In November, 2003 he was elected to the position of Alliance City Auditor and held that position until May of 2008 when he was appointed as Finance Director of North Canton and held that position until his election as Treasurer.

Civically, Alex is on the District Eagle Scout Review Board, Regina Coeli Catholic Church, Knights of Columbus #558, and Christopher Columbus Society. Professionally Treasurer Zumbar is a member of Auditor of State Dave Yost-Northeast Ohio Regional Advisory Board, Government Finance Officers Association, County Treasurers Association of Ohio and Association of Public Treasurers of the United States and Canada. Alex holds the following certificates and special awards and honors: Emerging Trends in Fraud Investigation and Prevention certificate, Public Records and Open Meetings Law Training certification and the Ohio Financial Accountability certification. He has received the CAFR Award from the State of Ohio Auditor’s Office and the Government Finance Officer Association from 2004 through 2010. The State Auditor Award and is a BSA Eagle Scout. In 2019 Mr. Zumbar earned his Certified Public Finance Administrator Certification from the Association of Public Treasurers of the United States and Canada.

Treasurer's Duties

The Stark County Treasurer is the chief investment officer of the county. He successfully manages more than $750 million in revenue annually. Safety, liquidity and earning a market rate of return on the County’s money are his primary responsibility.

As cash manager of the County, the Treasurer collects all payments including real estate, manufactured home, inheritance taxes as well as vendors, cigarette, and dog license fees. Daily financial statements of the deposits are prepared for the County Auditor.

The Stark County Treasurer serves on the Budget Commission, the Board of Revision, the Investment Advisory Board, the Stark County Microfilming Board, and the Automatic Data Processing Board.

The Treasurer receives monies from all departments and deposit and invest according to state guide lines.  The Treasurer WILL balance, with the Auditor, to allow for a timely dispersal of monies to schools, townships and other government agencies.

TAX INCREASES

Any increase in the amount of your current real estate tax must be attributed to valuation changes, tax levies, or bond issues. Your taxable value is 35% of the market value of your property. Any increase due to tax levies or bond issues was voted on and passed by the voters of your taxing district.

Your County Treasurer has NO authority to increase your real estate taxes!

Remember...If your taxes are not paid by the due date*, a 10% penalty will be added (Ohio Revised Code 323.121).

*In the case of a payment that is mailed, the U.S. Post Office mark must be on or before the due date to be considered an on time payment.

If you wish to protest the value of your property on which your taxes are based, you must do so by March 31 of the calendar year to the Auditor's office on property values.
