pressquality_811_OUPS_VersiThe Stark County Sanitary Engineering department maintains and updates drawings of sewer and water utilities owned and maintained by the Stark County Metropolitan Sewer District. In addition, we have drawings on file of privately owned sewer laterals and water service connections that tie into our sanitary sewer and water distribution systems.

The Stark County Sanitary Engineering Department is an associate member of the Ohio Utility Protection Service (O.U.P.S). When performing construction projects, BEFORE YOU DIG, O.U.P.S. should be contacted at 1-800-362-2764 or 811. More information about O.U.P.S. can be obtained at www.oups.org. They will indicate to you whether or not any Stark County Metropolitan sanitary sewer or water facilities may be involved in the area of your project. If our facilities are involved, we will need a 48 hour advanced notice in order to provide location information.

General information is necessary when inquiring for location information. Be sure to provide the following information when making your request:

  • Type of Work to be Done
  • Depth of Construction

Prevailing Wages

Prevailing Wage Rates are obtained and monitored by this office to verify that the correct wages, as determined by the State of Ohio, Division of Labor, Wage and Hour Bureau, are being paid to those doing work on MSD construction projects. Detailed information can be found in the Ohio Revised Code (ORC) 4115.

Since Prevailing Wage Rates can change on a daily basis, it is recommended that you obtain additional information on Prevailing Wage Rates by navigating to the State of Ohio Wage Rates website, or by calling the State of Ohio Division of Wage and Hour Bureau office directly at (614) 644-2239.

Scheduling Connections 

Prior to scheduling a connection, you must have obtained a permit from the Stark County Sanitary Engineering Department. Be sure to call the permits office at (330) 451-2304 at least 24 hrs in advance of the scheduled connection. County inspection personnel will be present at the time of connection. The inspector will then provide the permits department with a connection drawing upon completion. Only licensed drain layers will be permitted to install and connect sewer laterals.

FAQs

The costs vary depending on the location of your septic system, point of entry for a water service, site conditions, and access for equipment.  The department recommends that property owners obtain three separate quotes for comparison purposes.
Yes, the county records current conditions prior to the start of construction.  The videos can be viewed at the Stark County Sanitary Engineering office if a discrepancy should arise.

Occasionally construction does affect school bus routes.  The County and contractor coordinate with school officials during constructions to make other arrangements. This information is passed along to affected homeowners.

The county makes every effort to preserve existing landscaping, trees, etc.  Prior to construction, a county project inspector will contact homeowners regarding water and/or sewer locations.  These concerns should be discussed with the inspector at that time.
Typically on projects of this size, a sizeable paving sub contractor is used who usually does not do small jobs.  It would be more cost effective for homeowners to arrange for their own paving by a smaller contractor.  On rare occasions, this can be arranged.  Contact the contractor that is responsible for the project for possible arrangements.

The County provides water in a very limited area of the County.  In areas where another provider is located, simultaneous installation is not possible due to contractual and liability issues.

No.  All of the work done for Stark County Sanitary Engineering must be performed by authorized personnel.  In addition, service lateral construction must be performed by a licensed drain layer.  The restoration of sewer/water service can be negotiated between the homeowner and drain layer for possible cost savings.

Driveway access is available at all times except during which construction is active directly on the affected property.  County project inspectors make an attempt to advise the affected homeowner prior to making a driveway inaccessible for a period of time.

Before the project begins, the County's project inspector will contact all property owners on the project for service locations.  At this time, special requirements of the property owner's are discussed.  If construction is going to make a driveway inaccessible, the County's project inspector will notify the property owner before work begins to make arrangements.  Emergency vehicles will always have access during construction.  However, If the road would become inaccessible during construction, contractors are required to have equipment on hand to make the road accessible quickly in the case of an emergency.

The contractor applies calcium chloride for dust control on the roadway.  Rain and wet water can wash much of the calcium chloride away.  In addition, wet and dry conditions make the calcium chloride ineffective.  However, the county makes every effort to minimize the dust on the roadway.

Yes, however, it is recommended that property owners contact three licensed plumbers for quotations.  This can be discussed with the county project inspector when he talks with all property owners on the project about their lateral location before construction begins.  However, this decision will need to be made and the lateral location decided and conveyed to the project inspector before construction is in front of the affected property.

Each property is required to have their own lateral and connection to sewer and water utilities for liability and maintenance purposes.

Yes, mail will still be delivered during construction.  However, on occasion, mailboxes are set back on the yard temporarily until after construction when they are reinstalled at their original location.
