Three committees and the staff comprise the organization of SCATS. They are the Policy Committee, the Technical Advisory Committee (TAC) and the Citizens Advisory Council (CAC).
POLICY COMMITTEE
The Policy Committee is comprised of county officials, mayors, a township representative and representatives from Ohio Department of Transportation (ODOT), the Stark Area Regional Transit Authority (SARTA), the TAC Chair and the CAC Vice-Chair. This committee is responsible for the basic non-technical policies, adopts the Transportation Plan and Transportation Improvement Program and approves the budget.

Technical Advisory Committee (TAC)
The Policy Committee is assisted by the Technical Advisory Committee, which reviews technical decisions and is composed of professionals in the fields of traffic, engineering, transportation, planning and mass transit.

The Citizens' Advisory Council
The Citizens Advisory Council (CAC) was formed in 1974 as an advisory committee of the Stark County Regional Planning Commission and SCATS. The purpose of the Citizens’ Advisory Council is to foster and maintain communications between SCRPC/SCATS and various representations from the community and to obtain community thoughts on, as well as interest in, plans and goals of SCRPC/SCATS. To achieve these purposes, the CAC and/or its Committees perform the following functions:
- Plan programs and serve as a forum for community involvement in the activities of SCRPC/SCATS.
- Study and recommend policies to SCRPC/SCATS.
- Evaluate and comment on SCRPC/SCATS studies, reports, and plans.
- Generally disseminate official information about plans and/or decisions.
- Develop and promote cooperation with other citizen action groups.
- Advise the Regional Planning Commission.
The membership of the Council includes any citizen of Stark County or any citizen so situated that the citizen is, or could be, affected directly or indirectly by any decision or policy of the SCRPC.

To be placed on the mailing list to receive notices of the meeting, contact the RPC office.The District 19 Natural Resources Assistance Council oversees the Clean Ohio Conservation Program in Stark County and distributes funds to local communities and non-profit organizations to protect open space.
