About

The Mobility Committee is made up of persons interested in seeing that the transportation needs of all Stark County residents are met. Members include representatives of non-profit organizations, public agencies and the public. Membership is open to anyone but voting is restricted to one representative of each group or organization. Due to low attendances and participation, the Mobility Coordination Committee dissolved in 2018. Transit leaders and managers across Stark County now meet once a year to discuss the FTA 5310 Enhanced Mobility of Seniors and Individuals with Disability funding year and application.

Coordinated Public Transit-Human Services Transportation Plan

Both the SAFETEA-LU and Map-21 highway funding bills required that projects selected for funding under the Elderly Individuals and Individuals with Disabilities (Section 5310 under SAFTEA-LU) and Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310 under MAP-21), Job Access and Reverse Commute (JARC), and New Freedom programs be derived from a locally developed, coordinated public transit-human services transportation plan.

SAFTEA-LU required that the plan be developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by members of the public.

MAP-21 required that the plan must undergo a development and approval process that includes seniors and people with disabilities, transportation providers, among others, and is coordinated to the maximum extent possible with transportation services assisted by other federal departments and agencies. Under MAP-21, JARC, as a stand alone funding category, was eliminated. The New Freedom program was merged with the 5310 program.

These plans identify the transportation needs of individuals with disabilities, older adults, and people with low incomes, provide strategies for meeting these needs, and prioritize transportation services for funding and implementation.

Recipients must certify that projects selected for funding are included in a locally developed, coordinated public transit-human services transportation plan.
