Michael was hired by the Board of Stark County Commissioners in the fall of 2014 to establish a fully functioning Department of Human Resources that services all offices in the County. As Director, Michael is responsible for leading and overseeing all aspects of Human Resources Management to include the administration of employee benefits, unemployment and worker’s compensation; employee and labor relations; assisting County leadership with personnel management; employee corrective action/discipline; and policy development. Michael has a B.A in Business Communication, an M.A. in Education and a Certificate in Human Resources Management, all from The University of Akron.

Benefits Administrator
Megan Richardson
Megan joined the Board of Stark County Commissioners HR Department in June 2018. As the Benefits Administrator, Megan is responsible for oversight, management, analysis and performance reporting for the Board of Stark County Commissioners self-funded health and insured life benefit plans, including ongoing service to plan participants and coordination with health plan partner companies.

Human Resource Generalist
Brittany Musisca
Brittany joined the Board of Stark County Commissioners HR Department in July 2022. As a Human Resource Generalist, Brittany performs the day-to-day functions of the Human Resources Department. Brittany’s responsibilities and duties include the administration of the County’s workers’ and unemployment compensation; payroll; FMLA; maintain all employee files under the hiring authority of the Board of Stark County Commissioners; assist County departments with posting job ads in appropriate periodicals; and coordinate criminal background and drug screening tests for new hires and other related duties as assigned.
