For health plan benefits, you may select the complete package of Medical, Prescriptions, Dental and Vision – OR you may enroll for just Medical and Prescriptions as a “bundle” or just Dental and Vision as a “bundle”. The 2026 monthly contribution for non-bargaining employees for the complete package is $140.50 for single (employee only), and $359.44 for family (employee and one or more dependents). Contributions for employees under a collective bargaining agreement are subject to terms of the agreement. One-half of the monthly contribution is deducted from the first and second paychecks of each month, and contributions are made on a pre-tax basis. Health and group term life insurance coverage becomes effective the first of the month following one full calendar month after the month in which you were hired.

Prescription Drug Plan
True RX is the Pharmacy Benefit Manager for the County’s prescription benefits. The True RX card is accepted at most major chains, as well as at many local independent pharmacies. Mail-order service is also available. A link to the True RX Prescription Schedule of Benefits is shown below:
Cash Out / Opt Out Benefit
Employees who are covered under a non-County health plan may elect to enroll in the Stark County Government Cafeteria Plan’s Cash-Out/Opt-Out program and receive a monthly stipend in lieu of enrollment in our health plan (provided the other plan allows them to be covered). Proof of the other coverage is required. The stipend is $100 per pay for employees not subject to a collective bargaining agreement (CBA), and $100 per month for most employees under a CBA. Group term life and voluntary benefits are available to employees in the Cash-Out program.

According to provisions in the Patient Protection and Affordable Care Act (health care reform), we are required to provide you with the Summary of Benefits and Coverage (SBC), Uniform Glossary, and Health Insurance Marketplace Notice. The SBC is designed to permit side-by-side comparison of health plans; the Glossary provides definitions of some commonly-used health care terms, and the Marketplace Notice tells you how to access the federally sponsored insurance website.
