Circulation:

  • Available to members.
  • Almost all the print materials can be checked out for four weeks.

Conference Room:

Conference room is available for use during regular library hours for legal related meetings. Fees are $30 for a half day (8:30 am to 12:30 pm or 12:30 pm to 4;30 pm) and $60 for a full day. Reservations that span a combination of morning and afternoon hours will be charged at the full daily rate. Members may use the conference room without charge once per month. Please call (330) 451-7380 to make a reservation.

Online Databases and Software:

  • Westlaw includes all state and federal cases and statutes, estate planning resources, employment law resources, jury verdict analysis for personal injury cases.
  • Lexis+ includes Ohio cases and statutes, Ohio Practice Library, Ohio Briefs, Ohio Verdicts and Settlements, all state and federal cases and statutes, Larson on Employment Discrimination, and personal injury library. 
  • E-books, includes titles from Lexis, ABA, and West Academic. Library members can access these resources from their office.
  • vLex Fastcase includes federal and state cases and statutes.  Library members can access these resources from their office.
  • VitalLaw contains primary law, explanation, and analysis of business law, intellectual property law, cybersecurity law, elder law, tax law, employment benefits, health care, human resources, and Social Security issues. Go to the member research page and scroll down to the VitalLaw description to click on links for titles in each practice area. Library members can access these resources from their office.
  • National Consumer Law Center titles relating to consumer law issues such as fair debt collection and credit discrimination. Library members can access these resources from their office.
  • Supportworks Child support calculation software.

Membership & Fees:

Members of the public have free access to the law library. Free use extends to on site use of the library's print collection and on site reference assistance. Library staff members do not interpret the law, assist in completing forms, provide legal advice, or explain court procedures.

  • Member Fees:
    • Attorney or Public Member - $50.00 which also includes membership to Tuscarawas County Law Library.
    • Government Member - Free, must be an officer or employee of Stark County, a municipal government, a township government, or court located within Stark County, or a member of the General Assembly.
  • Service Fees:
    • Photocopies: 15¢ each, self-serve..
    • Microfiche/film copies are 15¢ each.
    • Computer print-outs are 15¢ per page.
    • Faxing: Sending is 25¢ per page within the library's local calling area, 50¢ outside. Receiving faxes is 15¢ per page.

Services for the General Public:

Staff members are available to direct you to the library’s resources, however there are no lawyers on the law library staff. While library employees are willing to assist with research, the staff is not permitted to give legal advice, interpret any documents, fill out forms, or explain legal terms. The staff cannot provide reference services over the phone.

The law library has sample legal forms available at the cost of 15¢ per page, however the law library staff cannot recommend or fill out forms for you.

Directions: The Stark County Law Library is located on the fourth floor of the Stark County Office Building at the corner of Tuscarawas Street and Market Avenue. Metered parking is available around the Stark County Office Building along Tuscarawas Street and along Second Street SE. Paid parking is also available in parking decks and lots.

Community Legal Aid provides clinics and classes to those who qualify. They can be reached at 1-800-998-9454, Monday and Wednesday 9 am to Noon and Tuesday and Thursday 1pm to 4pm, or you can apply online at:http://www.communitylegalaid.org/

The law library maintains a specialized collection, focusing mainly on legal materials for the attorney practicing in Ohio. The collection includes the Ohio Revised Code, local municipal ordinances, court rules, and other general Ohio practice materials.
