By the authority of the President of the United States, the Secretary of State has designated various categories of public officials who are authorized to accept passport applications. One of those public officials is the Clerk of Common Pleas Court.

Passport application hours are between 9:00 AM and 3:00 PM Monday through Friday BY APPOINTMENT ONLY. No passport appointments on Saturday.

You may apply for a passport at five locations:

OPTIONAL FEES (Paid to the U.S. Department of State)

Expedite Fee Paid per application, in addition to required fees. Provides faster processing than routine

service. Please see Processing Times. $60

1-3 Day Delivery Paid per application for 1-3 day delivery of an issued passport book from the Department of

State to the customer. Only applies to mailing addresses within the United States. Not valid for passport cards. $23.36

File Search Fee A file search is necessary when an applicant is unable to present evidence of U.S. citizenship or verification of a previously issued U.S. Passport or Consular Report of Birth Abroad. Applicant must submit Form DS-11 and a written request for a file search. $150.00

The passport fee may be a check or money order made payable to “U.S. Department of State,” for each individual application. The Clerk of Courts processing fee may be cash, check, or money order made payable to “Stark County Clerk of Courts.” 

Documents Required

  • Proof of U.S. Citizenship  (i.e. certified copy of birth certificate)
  • Proof of Identity  (i.e. previous U.S. passport; valid driver’s license)
  • One Identical Photographs (2”x2”)  (taken within the last six (6) months; whole face view)
  • Required Fees

All persons, including newborns, are required to obtain passports in their own name.

All applications must be made in person UNLESS:

  • you already have a passport
  • your most recent passport was issued in the past 15 years
  • you were 16 years of age or older at the time it was issued
  • your passport has not been mutilated or violated in any manner

Children under the age of 16 must appear with both parents, and/or legal guardians to execute the application for passport, or with one parent along with a notarized consent form from the other parent.

Processing Times for Routine or expedited service

Routine service is currently taking 6 to 8 weeks* to receive a passport. You may apply at the Clerk of Court’s Office for an expedited passport. An expedited passport is guaranteed by the U.S. Passport Agency to be processed within 2 to 3 weeks*. The same documents and fees are required for the passport plus an additional $60.00 to expedite the application and an additional Clerk fee to FedEx the application to the U.S,. Passport Agency.
