Auto Title
The Clerk of Court's Automobile Title Division processes titles for motor vehicles, including automobiles, motorcycles, mobile homes, travel trailers, campers, motor homes, boats, boat motors, all-terrain vehicles (ATV's), off-highway motorcycles, wave runners, and jet skis. It also issues lost and stolen titles if originally issued in the State of Ohio. Branch Title offices located in Massillon, North Canton, Canton South and Alliance also accept passport applications.

Located next to a Stark County Clerk of Court's Auto Title Office
In the event that an original Ohio title is lost, stolen or destroyed, a duplicate title may be obtained from any of the Clerk of Court's offices in the state of Ohio. The process is expedited if the original title number is provided on the application for replacement. If that information is not available, you may call one of the title offices for this information. If there is an open lien on our records, the lienholder must apply for the duplicate title or you can furnish our office with a lienholder release letter on the lienholders letterhead showing the make, year, and serial number of the vehicle.
When the lienholder on an electronic title releases the lien on that title, it is the responsibility of the owner of the vehicle to have the lien released by visiting a title office. At that time the owner may apply for a paper title.
The duplicate application (BMV form 3774) must be signed and notarized.
When requesting a duplicate title and you live OUT OF STATE, mail a self addressed stamped envelope to any Stark County Clerk of Court's title office, Form BMV 3774 which must be signed and notarized, Money order for $15.00 made payable to Stark County Clerk of Courts and include your phone number.

Applications for a mobile home title must be made in the county where mobile home is located. Titles must be obtained within 30 days of assignment, or a late fee will be assessed.
Processing a NEW mobile home title requires a completed application, new mobile home Manufacturer's Certificate of Origin (MCO), selling price, and all required fees.
For a USED mobile home, the previous owner's properly assigned title, including purchase price, the county Treasurer and Auditor's stamp, as evidence that the property taxes have been paid in full are required.
A copy of the security agreement must accompany all required forms if the mobile home is being financed.
Out-of-state checks WILL NOT be accepted unless they are either a certified bank check or a money order made payable to Stark County Clerk of Courts. Visa, MasterCard, Discover and Debit cards cannot be processed through the mail.

In order to register your vehicle and obtain license plates in Ohio, your out-of-state title needs to be converted to an Ohio title.
Please bring the following:
- Bring your out-of-state title, dual ownership requires both parties to be present unless a power of attorney is provided. Social security numbers for all parties are required. Photocopies of title are not accepted.
- A valid government issued driver’s license or identification card. Proof of Ohio residency (lease agreement, utility bill, something with your name and Ohio address).
- A BMV Out of State Inspection form, available at any BMV.
- A lien release from your lienholder, only if an open lien exists on your title that has been satisfied.
- If an open lien exists on your vehicle, a Lienholder Request form must be completed and faxed or mailed to the lienholder. This form is available at all of the title branches. The Lienholder Request form is asking the lienholder to mail the Original Certificate of Title to the title office so that your title can be transferred to an Ohio title and returned to the lienholder. A Memorandum Certificate of Title, which may be used only to procure Ohio License Plates, will be issued to you (the mortgagor).
- Two Powers of Attorney from lessor. Lease Transactions Only. Must be an original or certified copy. Please also request your leasing company’s federal tax ID and tax exemption numbers (LD# or 99#)

For Ohio residents who are purchasing a vehicle, boat, motor or Jet Ski’s out-of-state, please bring the following:
To secure a title for a NEW out-of-state vehicle, boat, motor or Jet Ski purchase, a completed application, odometer statement, Manufacturer’s Certificate of Origin (MCO) title, dealer invoice or bill of sale, all fees and taxes are required for the new title to be processed.
For a USED out-of-state vehicle purchase, the previous owner’s properly assigned title with purchase price and mileage, a BMV Out-of-State Inspection form, all fees and taxes are required for new title to be processed. (Please note, in Ohio no trade in credit is given for out-of-state purchases, sales tax will be based on purchase price.)
For a Used out-of-state boat, motor or Jet Ski purchase, the previous owner’s properly assigned title (if State does not title, a Notarized Bill of Sale) with purchase price and pencil tracings or a picture printed out of the HIN/MIN. All fees and taxes are required for new title to be processed.

Sales Tax based on county of residence

To secure a title for NEW boats, motors or jet ski's, applicants must have a completed Ohio application, Manufacturer's Certificate of Origin (MCO), bill of sale, and all required fees.
To secure a title for used boats, motors and jet ski's, the previous owner's properly assigned title with the selling price and pencil tracing of the HIN number.
If the boat, motor or jet ski is being financed, a copy of the security agreement does not need to be sent as long as lien information is shown on the application.
A surviving spouse may transfer the interest in one boat and one outboard motor upon the death of their spouse. The surviving spouse must present a certified copy of the death certificate, a surviving spouse affidavit (DNR 8514), and the original title along with the completed application (on reverse side of the title) that has been signed and notarized. If there is a lien on the decedent's title, the surviving spouse must obtain a letter from the financial institution stating that it is permissible to transfer the boat and outboard motor to the surviving spouse. Year, make and HIN must be noted in the letter. The surviving spouse affidavit of ownership for watercraft or outboard motor (DNR 8514) and notarization services are available from the Clerk of Courts Auto Title Division or may be downloaded from Auto Title Forms.
